Ciao,
Ho il sospetto che sia perche il tuo python principale è python3, mentre
don release e upgrade funziona con python2.
Prova a installare python2 e poi usare update-alternatives --config per
cambiare il default python; se non funziona puoi sempre cambiare la distro
nei repository in /etc/apt/sources.list e poi lanciare apt-get update e
apt-get dist-upgrade per aggiornare (che, se non ricordo male, è quello che
fa do-release-upgrade, ma in maniera un po' più cruda).
Apri comunque magari un bug report su launchpad :)
